At the time of this quote, Caroline was Parliamentary Under Secretary of State at the Home Office.  She was responsible for reducing organised and international crime; anti-drugs co-ordination and international and European issues.

She is openly pro-vivisection, and was one of two MP's who were 'notable signatories' on The People's Petition, an online campaign to express support for medical experimentation using animals in the UK, launched by the Coalition for Medical Progress in 2006.  She has also been vocal about animal rights extreemism, calling for police powers in these matters to be strengthened
