Investigation into the Home Office regulation of animal experimentation

"A recurrent theme in this complaint is that the Home Office failed to act to enforce the conditions of the licences that had been granted to the company, and failed to take account of the results of the research that was being carried out by the company. In effect, that the Inspectorate’s oversight of the company’s compliance with the licence conditions was inadequate."

"...it would appear from the evidence that we have seen that, far from failing to maintain adequate oversight of the company’s compliance with their licence conditions, the Home Office in fact devoted significantly greater resources to monitoring the company’s research than would normally have been the case."
